Rats! I wonder if belt dressing or something along those lines could coat the rubber to restore it to a good surface. To rebuild it, and take the deck all the way apart to replace it has a pretty low return on investment, i.e. just can't play some tapes on that deck.

I would not use belt dressing as it actually dries out the rubber and slippage happens.
