I would say to just replace it...if the transofrmer itself is cooked that means the windings are shot as well, and more than likely, the supply rail components...
The windings are not something that can readily be done by the average Joe at home.
the large commercial tranformers are made to be repaired but i mean large , stuff like small transformers are bought from electronics shops and basicly are fairly cheap,, all you need is your voltage, amperage, and dimensions, tab placements,
