Soundesign 4640 LED meter issue

I bought this Soundesign 4640 on Ebay supposedly 100% working but everything works except the LED meters
I'm trying to get it all working as my friend had one just like it back in high school and he carried it EVERYWHERE with himI was thinking of surprising him with it when I see him sometime.
Any thoughts?
I did the obvious checks like connections etc,but I don't see anything obvious.I would LOVE to have it all working 100%.
It has pretty cool red and green LEDS.

The old school LED's burn out. See if you can pickup any voltage with a multimeter.
