Do they still show up in your "Outbox"? If so, that means the recipient has not read them. That could be because the person hasn't noticed the PM notification or the person has disallowed other members sending them PMs.

I've been thinking of changing the PM notification to make it REALLY PROMINENT!! That way, no one can miss it.
