I don't think it's a scam. In japan, many ebay sellers seem to be online representations of the same company, perhaps they make multiple online fronts to increase exposure, or they buy from the same wholesale company. In other words, they offer products that they don't carry inventory for. I have never had good luck getting stuff shipped from japan though, they always arrived bashed up because in Japan, products are shipped by basically wrapping a sheet of cardboard over the item, and that's it, which is apparently OK for Japan domestic shipping, they are more careful. Once it leaves the Island, all bets are off, so it really depends how they repackage them for international export.

I've seen it happen before. On some items the differing prices make you feel like you're getting value for the cheaper one. It can help the sellers to raise the average price of item.
