Most shops will charge $60 just to give you a diagnostic assessment, and if you don't want to repair it, you'll have to pay their diagnostic charge to get it back, still broken. On cheap stuff, owners often opt to leave their goods behind instead of paying the diagnostic charge hence the reason shops don't like to accept devices that are worth less than the repair since they lose out if the owner bails on the goods and they are stuck with a broken item wholse value does not equal the cost of their shop time.
