There is definitely a noticeable difference between pharmacy grade 70% and tech grade 100%, but I suspect that the difference between 99 and 100% is not something you can notice. Or, maybe they are the same except that 99% is probably labeled as such in an effort to err on the side of caution.
However........ I also suspect you really mean 90% and not 99% in which case, if you want maximum strength, then 100% is better than 90%.

I can buy 70% or 91% at Walmart or the pharmacy stores around here... never seen 99% or 100%. I always buy 91%, and will only go to the "next" store if all I see on the shelves is 70% as that seems too low $
Then again, I seldom ever shop for isopropyl as a bottle tends to last me a pretty long time.

Consumer grades are 70% because that's all you need for general antiseptic needs. 91% would be their extra strength ones. 100% (or 99%) are tech grade and can be purchased at electronics supply shops. Because it is not watered down, it is as strong as you are going to get with IPA.
