Contact spray (Carbon Tetrachloride based) was what I used on the two most recent jobs where I had boxes needing the capstans and idlers cleaned off prior to fitting new tyres and sleeves, it would work equally well on places belts have been. Don't use one of the ones that has a built-in lubricant though but, or you'll find it leaves the flywheel and pulley surfaces like an ice rink and the new rubber won't grip properly. Just don't ask how I know that last bit!
