Aiwa CA-W30 advice

Has anyone worked on one of these? It's in excellent condition, the tuner works perfectly, the EQ works. The issue is the take up reels don't turn so it will play a tape for a minute or so then you end up with tape spooled our of the cassette shell.
Does this sound like a belt issue?

Yup. Change the belts and clean any idlers. At the very least, it's a good place to start.
