Sanyo M-X650K cassette deck repair

I just picked up this radio and want to repair the cassette deck. Upon plugging the radio in, I hear noise coming from the deck. The motor is spinning fast without any selection of FF or REW. Pressing stop doesn’t do anything or engage anything. Eject works fine but does not prevent the motor from stopping the fast rotation. All belts need replacement due to laxity. The gears seem to be attached to each other well as manually spinning will engage the gears and spin other wheels/cogs. Record button seems to be engaged because I cannot depress it. There was masking/yellow paper tape near the motor holding some capacitors? that I took off. I will post pics. Besides new belts, what can I do to fix the player so it plays and all buttons engage appropriately?

The cassette mechanism has logic. Without the belts turning properly it has entered an unrecoverable state. Change the belts and you can over come this problem.

spin the main flywheel by hand slowly. cant remember in which direction, this should disengage the motor so it won't burn out

The deck is reasonably easy to get out, just a few of plugs, 1 I remember being in a rather awkward place to pull out, a hole in a board or something like that.
And what has already been said, turning fly wheel till it clicks and resets. Pushing the play button will put it back into play mode without belts.
