If the coil springs are rusty, take them out and clean them. A wire brush or emery cloth works well. Then it should work on batteries, as long as that's the only problem with completing the circuit.
If it has a built in cord then likely it will have a switch.
If it has a removable cord the switch is located inside where the cord is plugged into the radio.
Which can be the problem as well if that gets stuck or corroded.
I would start with cleaning the springs first, that seems like an obvious problem.
