I took the cassette mechanism out of my m70 to replace the belts. I have tried and tried to put it back together the way it was, and it looks right to me from all the pics I can find. Regardless, it does not work. Any suggestions on someone I could pay to fix it up to working condition?

Can you supply us with pictures and a description of what exactly is happening....or not? 
Also, can you tell us why you suspected belts? Were they broken or turned to goo etc...What was it doing before you took it apart? What is it doing now?
It could've just been something ready to fail that completely went out between the belt install...but it could also be something not put back together correctly like too tight of tension on the end play for the flywheel.
To be honest its unlikely to solve on the forum but we can always give it a try.
There are many things that can keep it from working. If you are unfamiliar with these it can be a daunting task. They have some of the most reliable yet complex mechanisms around.
