Good day dears, I'm from Russia, and have good expiriance in question of selfmade belts. 

for prepairing og this you need some equipment:

1 - wooden plate

2 a piеce a good quality rubber with thik as you need

3 rubber qlue

4 carpentry machine or drill/



when you will fix with clue the rubber, use the bolt int he center of plate with clued rubber

if you use machine, just cut 2 rings, as you need, if dreel, be carefull, fix dreel and cut by sharpen knife

at the dawn of vinyl hobby and independent "production" of turntables (ie, even before the invention of the CD), the technology of creating passive was well known. From the flat blank of the rubber sheet of the desired thickness, which was fixed on the shield, the concentric "slices" were cut on the turning glass. Thus, many passives were received, each larger in diameter than the previous one. Well, further selected in the place, i don't have a pictures, made it many years ago

but it's looks like this process, but knife cut the rubber clued on wooden plate
