Adding GIF as Avatar or Under Signature

Was hoping someone could tell me how to add an animated GIF as my Avatar picture or add a GIF to my Signature.

I created the GIF with my phone now I'd like to add it if possible.

If you are trying to upload from your phone, try it from a computer instead and see if that works for you.
